His proposal is to cut $10,000 of it to primarily benefit people who went to State schools rather than private ones. His primary objective is to make community college free for all students, which is a noble goal, will help a lot of people increase their economic power while not going into tremendous amounts of debt, allow them to slingshot into college without having to pay as much by transferring credits if they want.
