The later heavies actually did their escort jobs well, on the whole, being at least as well-armed in the AA role as most other Japanese warships. They were definitely less effective AA escorts than later Allied light cruisers of immediate pre-war and wartime construction – unsurprisingly perhaps! Despite this, the heavy losses incurred during their later escort missions were more a result of huge numbers of American attack planes and unchallenged submarines in the vicinity than any particular design shortcomings (which all ships inevitably have). Still, no provision had been made for any sort of dedicated AA cruiser or medium escort cruiser in the IJN, so that was that. The later ‘5500-ton’ conversions (above) simply made up for losses already incurred.
